The MBTA Capital Investment Plan (CIP) is a short-term, financially constrained investment program to improve and modernize assets, expand service, and meet our strategic priorities and performance goals, informed by the long-term plans of the MBTA and the region, such as Focus40 and Destination 2040.

The CIP is a rolling 5-year plan, updated annually, which includes over 400 unique capital projects. Through projects like these, the MBTA is working to improve reliability, safety, and accessibility for all riders.

Public Meeting Schedule

MassDOT conducts public meetings throughout the Commonwealth where the public can submit comments on the CIP. If you cannot attend a meeting, MassDOT also provides several different channels for public comment. During the comment period (typically open in June of each year), includes details on how to submit comments through the online tool, email, or mail.

The CIP is informed by the long-term, project-specific, and programmatic planning that is conducted by the MBTA, MassDOT, and the Boston Region Metropolitan Planning Organization (MPO).

Commenting on and getting involved in studies like these are excellent ways to participate in the capital planning process.
